EFEKTIVITAS IMPLEMENTASI KEBIJAKAN PROGRAM CSR DALAM BIDANG PENDIDIKAN

Abstract


Penelitian ini bertujuan untuk mendisain model  implementasi  bantuan CSR  pendidikan yang efektif, melalui  gambaran assessment CSR pendidikan, perencanaan, implementasi, pengendalian dan dampaknya. Program ini diselaraskan dengan program RJPM 2005-2025, meliputi empat hal penting yakni perbaikan di segala bidang, peningkatan kualitas pendidikan, peningkatan hal-hal yang berkaitan dengan pengembangan pendidikan, dan efisiensi penyelenggaraan pendidikan.  Selanjutnya disusun model  konseptual implementasi bantuan CSR pendidikan yang efektif di Kawasan Industri Bogor.  Data diperoleh melalui wawancara mendalam yang  ditentukan secara purposive dan snowballing dengan semua responden terpilih.  Strategi yang digunakan adalah studi kasus, khususnya  berkaitan dengan CSR pendidikan, juga dilakukan observasi, analisis dokumen, serta melihat faktor-faktor yang mempengaruhi proses pelaksanaan program  CSR, kemudian disusunlah sintesanya.  Program CSR pendidikan disalurkan  oleh perusahaan besar seperti Indocement Heidelberg, Holcim, dan Bogasari Flour Mills.  Sistem implementasi program antara lain  pemberian beasiswa, praktek kerja industri, study visit, pembangunan dan perbaikan sarana dan prasarana pendidikan serta pelatihan. Agar implementasi CSR pendidikan efektif disusun  model konseptual CSR pendidikan bertujuan untuk  meningkatkan pengetahuan, keahlian dan sikap. Diharapkan  implementasi CSR pendidikan (formal dan informal) pada masa yang  akan datang menjadi lebih berguna yang  dapat meningkatkan citra pendidikan dan citra perusahaan. 

School environment and their environmental operation industries are directly faced many problems and issues. So, it is necessary that government, industry, and schools are related to make an industrial agreement for improving education institution. Thus, the priorities of national development plans, as stated on the Repelita (Five years national planning)  and RJPMN   2005-2025  (long term national planning), education was developed on the basis of 4 main strategies: the improvement of opportunity, quality improvement of quality of education, improvement of relevancy of education to development needs and improvement of efficiency in educational management.  By dept interviewing to relevance participants in industrial estate was purposively and snowballing system.  In this case, CSR for education program, was observed, analysis documents, synthesizing factors, then designed the model of effectively  of the policy implementation. The CSR education is one of the most important donations for financing the implementation of the educational administration. Scholarships, infrastructure maintenance, laboratory device, practical and study visits are the priority program in the field of industrial estate. Both of institutions, educational administration and CSR, however, are needed each other, as a foundation support for sustainable education operation. This research was conducted in the area of Indocement Heidelberg Group, Holcim Group, and Bogasari Group, which has been committed for distributing the donation continually. This educational donation is aimed to help students to be able to develop attitude, knowledge, and skill, becoming  to be effectively. The effect of the CSR implementation is to be many benefits for educational image and company image.
