IMPLEMENTASI KEBIJAKAN ALIH BINA DI POLITEKNIK KESEHATAN

Abstract


Manajemen pendidikan tinggi mengandaikan standarisasi yang ditetapkan sesuai dengan ketentuan yang berlaku. Pelaksanaan kebijakan pembinaan penyesuaian adalah solusi untuk Politeknik Kesehatan untuk standarisasi manajemen pendidikan. Penelitian ini meneliti proses implementasi kebijakan pembinaan penyesuaian dari Kementerian Kesehatan kepada Kementerian Pendidikan dan Kebudayaan dan dampaknya terhadap pencapaian tujuan pendidikan di Politeknik Kesehatan Tasikmalaya. Pelaksanaan kebijakan dijabarkan dalam tiga tahap: perencanaan, penerapan, dan pengendalian, untuk melihat hasil implementasi kebijakan dalam mencapai tujuan manajemen pendidikan. Penelitian ini menggunakan metode deskriptif-elaboratif dengan pendekatan dan studi kasus kualitatif. Data dikumpulkan melalui mendalam wawancara, observasi partisipan, dan studi dokumen. Analisis SWOT digunakan untuk merancang model implementasi kebijakan pembinaan penyesuaian untuk Politeknik Kesehatan. Model yang diusulkan adalah implementasi kebijakan strategis-adaptif-koordinatif dalam setiap tahap pelaksanaan. Proses implementasi kebijakan di Politeknik didukung oleh kondisi fasilitas belajar dan sumber daya manusia, struktur birokrasi, dan lingkungan sosial. Faktor penghambat pelaksanaan adalah sikap apriori pada bagian dari dosen, dan kegigihan budaya close-minded pada tingkat kepemimpinan, yang mengurangi aliran dan isi informasi. Agar pelaksanaan kebijakan ini di masa depan dapat dilakukan secara lebih efektif, maka perlu untuk memperkuat pola komunikasi, reformasi birokrasi, dan kebijakan terkait lainnya berikutnya.

Higher education management presupposes the established standardization in accordance with prevailing regulations.  The policy implementation of fostering adjustment is the solution for the Health Polytechnic to standardize the educational management.  This research examines the process of policy implementation of fostering adjustment from Ministry of Health to the Ministry of Education and Culture and its impact on the achievement of educational goals at Tasikmalaya Health Polytechnic.  The policy implementation is elaborated in three stages: planning, application, and controlling, to see the results of policy implementation in achieving the objectives of educational management.  This research uses the descriptive-elaborative methods with the qualitative approach and case study.  Data was collected through in-depth-interview, participant observation, and document study.  SWOT analysis was used to design the model of policy implementation of fostering adjustment for the Health Polytechnic.  The proposed model is the strategic-adaptive-coordinative policy implementation in each stage of implementation.  The process of policy implementation at the Polytechnic was supported by the conditions of learning facilities and human resource, bureaucratic structure, and social environment.  The factors inhibiting the implementation was a priori attitude on the part of lecturers, and the persistence of close-minded culture at the level of leadership, which reduces the flow and content of information.  In order that this policy implementation in the future can be carried out more effectively, it is necessary to strengthen the communication pattern, bureaucratic reform, and other subsequent, relevant policies.
