STRATEGY FOR IMPLEMENTING ELECTRONIC LEARNING (E-LEARNING) POLICY AT THE MINISTRY OF ENERGY AND MINERAL RESOURCES

Abstract


This study is to analyze and develop new strategy for implementation of e-learning policies at the Ministry of Energy and Mineral Resources. The research was conducted by a qualitative descriptive method approach. Data were collected through documentation studies and interview methods with informants, namely the officials, implementers and teachig staff who are involved in the implementation of e-learning policies at the Ministry of Energy and Mineral Resources.The data is analyzed using SWOT and QSPM technique. The results of the study indicate that the implementation of e-learning policies in Technical Training at the Ministry of Energy and Mineral Resources has not given maximum results. The implementation of these e-learning policies have not had an updated policy standard, inadequate quality of human resources, there still abuse of authority by the work unit in using the platform, communication between work units is not well established, the attitude of the implementing agent tends to namely the competence of implementing agents does not yet have good quality so that complaints from students are still found. and political elites within the Ministry of Energy and Mineral Resources have not set the policy direction for cooperation with external parties in the implementation of Technical Training.
