Optimisasi Pendistribusian Dana Bantuan Operasional Sekolah (BOS) dengan Pendekatan Fuzzy Goal Programming
Abstract
Distributing School Operational Assistance (BOS) fund is a problem encountered by the Government to distribute the BOS fund to each school. The amount of BOS fund is calculated based on the number of students with the distribution of BOS fund each quarter varying. In practice, the distribution of BOS fund did not follow the government regulations because the amount of funds received by schools often did not match with the number of students. In this paper, we optimize the distribution of BOS fund to obtain the distribution of BOS funds that accordance with BOS technical guidelines. The problem of distributing BOS funds is solved using the Fuzzy Goal Programming (FGP) approach. The FGP model gives the value of goals for each objective and finds a solution that satisfies all constraints. The computational results show that the FGP model can solve the multi-objective problem in the distribution of BOS funds and the model gives good solutions.

Abstrak
Pendistribusian dana Bantuan Operasional Sekolah (BOS) adalah suatu permasalahan yang dihadapi Pemerintah dalam pembagian dana BOS untuk tiap sekolah. Besaran dana BOS untuk setiap sekolah ditentukan berdasarkan jumlah siswa dengan pendistribusian yang nilainya berubah setiap triwulan. Namun pada prakteknya, pendistribusian dana BOS itu tidak megikuti ketentuan pemerintah karena jumlah dana yang diterima sekolah sering kali tidak sesuai dengan jumlah siswanya. Tujuan optimalisasi pendistribusian dana BOS yaitu untuk memperoleh hasil pendistribusian dana BOS yang sesuai dengan petunjuk teknis BOS. Pada penelitian ini, masalah pendistribusian dana BOS akan diselesaikan menggunakan pendekatan model Fuzzy Goal Programming (FGP). Model FGP membentuk nilai goals untuk setiap tujuan dan mencari sebuah solusi yang memberi pencapaian pada semua kendala. Hasil implementasi model FGP untuk masalah pendistribusian dana BOS pada tiap SMKN di Kota Bandung menunjukkan bahwa model FGP yang dibangun mampu menyelesaikan masalah multi objektif pada pendistribusian dana BOS dan mampu memberikan solusi yang baik.
