STRATEGY FOR CAPACITY DEVELOPMENT OF STATE CIVIL APPARATUS IN ENERGY CONSERVATION AS A LEVER FOR ACHIEVING NATIONAL ENERGY CONSERVATION TARGETS

Abstract


The purpose of study was to see readiness, awareness and competence of Central and Regional Public Civil Services to conduct energy conservation as mandated by law. The method of study was provide questionnaires to obtain data and then analyzed, with the number of respondents as much as 567. The results indicated that 88.50% of respondents stated that energy conservation was very important. This condition was encouraging because it showed that most of the respondents were not resistant to energy conservation. The results of respondents related to the leadership commitment and the energy management team were less than 1%. Respondents' knowledge related to criteria, SNI, equipments selection energy conservation principles was less than 4%. Awareness and behavior of respondents were less than 5%. Considered that  competence and energy saving culture of Public Civil Services would provide multiplier effects so it would become a key leverage to achieve national target and energy security. As a solution, it was very important to create  grand design and roadmap of energy conservation human resources capacity for Public Civil Services. Also it was necessary to make collaboration between stakeholders central and regional for energy conservation human capacity building and created strategy that energy performance improvement as one of  the institution performance.
