THE ROLE OF HUMAN CAPITAL IN GOVERNMENT IN THE SOCIETY 5.0 ERA: THEORETICAL AND EMPIRICAL REVIEW

Abstract


The purpose of this study is to describe the role of human capital in the government's institutional structure by reviewing various empirical and theoretical results that are used as the basis for problem analysis. The approach used in this research is descriptive analysis through empirical and theoretical review methods then elaborated in revealing the truth and becomes a benchmark in analyzing the role of human capital in government institutions in the era of society 5.0. The role of human capital that is oriented to the use of resources in government is based on aspects of technology utilization as one of the development of ASN competencies and digital-based public service transformation through e-government programs. This design can be a bridge between the role of ASN as human capital based on intellectual competence in the use of technology for public service containers with elements of artificial intelligence, big data analytics and smart machines as well as collaborating with several countries that have implemented digital intellectuals in the system process. government in order to answer the needs of a dynamic society in the era of society 5.0.
